CT SEDS (Connecticut Special Education Data System)

  • Statewide IEP and data management system

  • Required for all districts

  • Used for:

    • Referral tracking

    • IEP development

Referral & Initial Evaluation Timeline


Initial Referral Received -

  • Day 0 = Date of referral

Consent for Evaluation

  • Must be obtained before evaluation begins

Initial Evaluation Timeline -

  • 45 school days from receipt of referral  (Excludes school breaks of 5+ consecutive school days)

📌 By Day 45:

  • Evaluations completed

  • Eligibility determined

  • Initial IEP developed (if eligible)

Authority: IDEA + CSDE guidance

Annual Review PPT Timeline

  • PPT must be held on or before the anniversary date

  • IEP must be reviewed at least annually

  • Cannot exceed 1 year from previous IEP implementation date

Best practice:

  • Schedule 30–45 days in advance

  • Monitor anniversary report monthly in CT SEDS

 Triennial Reevaluation Timeline


Reevaluation required:

  • At least every 3 years

  • Or sooner if conditions warrant

  • Or if parent/teacher requests

Timeline:

  • Must be completed by the 3-year anniversary date

  • Consent required if additional testing is needed

PPT Meeting Notice to Parents

Per IDEA and Connecticut regulations:

Parents must receive:

  • Written notice of meeting

  • Purpose, time, and location

  • Who will attend

  • Procedural safeguards notice (at least once annually)

📌 Notice must be provided at least 5 school days prior to the meeting (Connecticut standard practice)

Best Practice:

  • Send 10+ days in advance when possible

  • Document attempts in CT SEDS

Prior Written Notice (PWN)

Must be provided when district:

  • Proposes OR refuses

    • Identification

    • Evaluation

    • Placement

    • Provision of FAPE

PWN must include:

  • Description of action

  • Explanation of why

  • Data used

  • Options considered

Must be issued before implementation of changes.


IEP Implementation Timeline


For Initial IEP:

  • Must be implemented immediately following PPT

  • No later than 10 school days after PPT (best practice guideline)

For Annual Review:

  • New IEP begins the day after prior IEP expires

Services cannot lapse.


Common Compliance Errors

  • Missing 45-day initial timeline

  • Annual reviews held after expiration date

  • Late meeting notices

  • PWN not issued

  • Services implemented late

  • CT SEDS event dates entered incorrectly

Monitoring & Internal Controls

Recommended Practices:

  • Monthly compliance audit in CT SEDS

  • Anniversary tracking spreadsheet

  • 60-day look-ahead calendar

  • Administrative review of all draft IEPs

  • Documentation of parent contact attempts

Transfer Students

If student transfers within Connecticut:

  • Provide comparable services
